The Revenue Law. There are two objectionable features in the Revenue Law passed by the last Congress for California. which we ought to have noticed long ere this. They are : 1st. The fact that no Port of Delivery is made for Los Angeles, heretofore the second town in importance in California. If we understand the matter rightly, both Santa Barbara and San Pedro are as important points at present as Monterey and San Diego, and they should therefore, have been included in the law. If Deputy Collectors are stationed at Monterey and San Diego to promote the interests of commerce, we think it quite as important, that Santa Barbara and Los Angeles should have an equal share of the benefits. 2d. The reference of all litigation that may grow out of the law to the Courts of Oregon or Louisiana. There probably is not in the history of American legislation so palpable and shameful a violation of the rights of a business community as this. It is at once an exponent of the monstrous wrong of the...

ADDRESS [Newspaper Article] — Weekly Alta California — 9 August 1849

ADDRESS Of the Legislative Assembly of the District of San Francisco. to the People of California, in reply to the Proclamation of Brevet Brig. Gen. Riley. (Concluded.) But conceding, for the sake of argument, that Congress has the unlimited and illimitable power to legislate for the people of California " in all cases whatsoever" and without and against their consent; the plain and distinct questions then come up: In case Congress refuse or neglect to do this, does not that body abdicate the right of government here for the time being? and have not the people the inherent and inalienable right to institute a mere temporary government for themselves ? These precise questions, embracing these precise principles have not, to our knowledge, been decided by the President of the United States, or by any of his Secretaries. The only case that embraces essentially the same principle, is the case of Oregon. In that territory the people in their sovereign capacity organised a provisional gov...
