Persecution.       The Police Court has drawn attention to itself by a curious proceeding. Mr. Taylor, of the Ulster Hotel, was summoned for selling adulterated liquor. I need not enter into the merits of the case, because these are altogether beside the extraordinary point which I wish to comment upon. Briefly, then, Inspector Ap- john failed to comply with all the regulations set   down by law as necessary to the prosecution. He found himself compelled to withdraw the information. This point must be remembered distinctly — he was not asked to withdraw, but voluntarily acknowledged that he had no legal footing.               Now, he had engaged counsel, the defendant Taylor had been put to the expense of engaging counsel and of obtaining a private analysis of some of the same whisky from the Government analyst (which analysis was, I believe,...
