What power of tongue or pen can narrate the story of the past and its forgotten monuments , of the life and energy and power that were and are no more ? A day passes and a million deeds and facts of life and labor are forgotten forever . Like Rome , it has been subject to many changes , and at one time claimed nearly the same importance in grandeur and population . It was ceded hy Spain to Austria in 1714 ; and taken by the French in 179 6 , then by Napoleon , after Marengo in 1 S 00 . After the fall of Napoleon it became the capital of the Bonapart kingdom of Italy : but fell again uider Austrian control , till the cession of the Lombardo Venetian provinces of the new kingdom of Italy . It certainly inspires the traveler with its past dignity and present claims to beauty .
