A New Tow SToRY OF THIE GREATEST or AMEsRIwA IHUMoRrsTs. :2 New York correspondent of the Indianapolis Journal gives the following interesting reminis cence of the late John Phoenix -Lieut. Derby, of the United States army : When Frank Pierce was presi dent, Jeff Davis, then secretary of war, issued a general invita tion to officers of the army who were skillful draughtsmen, to send in suggestions for the new uniform which it had been deci ded to adopt. One such invita tion was sent to each officer. Lieutenant Derby was very ready with his pen-a really ingenious artist. In reply he sent to the war department a design for a peculiar addition to the old uni form--the amendment consisting merely of a ring attached to the seat of the trousers of each pri vate soldier. A Distinguished Lunatic. "Mr. Landlord, I want the best suite of rooms you have in the house." This was addressed to Mr. Spofford, of the Riggs House, as he stood behind his counter one morning recently. The gentle man who used the words had just alighted from a carriage and entered the office: He was tall and decidedly military in ap pearance. He wore a for ctap earried a heavy fur coat over his arm, and a handsomely-mounted pair of field-glasses in one hand.
