Of the 18,000,000 people in Spain, about 12,000,000 cannot read or write, 8,700,000 have "no visible means of support," and more than 91,000 are professional beggars. That is not a good showing, and it gives color to Lord Salisbury's trenchant remark about "dying nations." A queer exhibition has been opened in Berlin,; that of the Vegetarian soci ety, in which sixty children were shown who have never touched other nutriment than vegetarian. It becomes more and more apparent that in the equation of life of an Ameri can naval officer, the element of dan ger does not enter. Since April 1 not less than 172 loco motives have been ordered in this country by foreign customers. Even Spain is down for six, contracted for before hostilities began. Other coun tries represented are China, Australia, Argentina, Mexico, Japan, Egypt, Russia and Brazil. Boston's latest is a fine innovation. It is nothi*'g less than putting swim ming in the public school curriculum. All the public school pupils are to be taught to swim without charge, the city furnishing bathing suits.
