Butler delivered a speech in the House of Representatives, on Tuesday, on the Finances, which, considering the importance of the subject, cannot fail to nttrnct attention throughout the coun try. He first alludes to the defects of our present llnancial system, whiuh are instability nnd the enormous dcarncss of money. Borrowers from national banks have to pay nine or ten per oant. interest; out of the large cities and away from the seaboard, th" average rate Is nt least twelve per cent., and in Inany parts of the Southern States the aggregate rate- of interest are twenty four per cent. Gen. Butler says that the only com prehensive remedy yet proposed for these defects has been that we should resume specie payments, either at once, or nt a period more or less remote.
