The individual who made tho proph ecy that Flagstaff would never havo a sjsteiu of water works Is without honor in this community. Work has been commenced at various points along tho line from tho spring to the reservoir, and next week the laying of pipe will bo commenced in earnest. G. W. Stur tovant, jr., the contractor, and a half dozen assistants arrived from Chicago Monday, and Tuesday moi ning they had hired a hundred men and had started them to the mountains and had them at work the next morning on the pipe lino trenches. Seven carloads of pipe arrived this week, making a total of fifteen cars, and It is being distributed along the line by H. II. Iloxworth, who has the contract for handling the pipo. All application-) for pardon should be accompanied by a petition signed by at least twenty-live reputable citizens of the locality where the crime was com mitted. There should accompany the applica tion a recommendation to clemency and reasons therefor, signed by two-thirds of the Grand Jury which indited, two tlilrdsof the trial jury which convict ed, the District Attorney who prose cuted, and the Judge who sentenced the prisoner.
