The Cavalry Officer. Colonel Eugene Merville was an attache of Napoleon's staff. He was a soldier in the true sense of the word—devoted to his profession and as brave as a lion. Atlantic Nesw. The overland mail bring* news up to March 6th : Pacific mail stock has slightly fluctuated In the New York market, although there is no material change in the general tone. The cause of the fluctuation appears to be the matter of dividends, the time for which not having yet been settled; under the contract with the Government, the money received by the company amounted to twenty per cent, per annum on the capital stock. It is thought the furore for overland mail communication may cut off this revenue entirely, and to a relative extent lesson the dividends, hence the declining tendency. Fares on the steamer leaving March sth, had been fixed at $100, fSO and §200. The nextships will leave on the 20th and 30th of March. On the 28th February, the Democratic Caucus of the Maryland Legislature, by a vote of 33 to 25, nominated James Alfred Pearce for re-election to the U. S. Senate. Increase of Travel.—The rapidly increasing travel to this valley has induced the Overland Company to run the route from Visalia to San Francisco tri-weekly. The extra stage leaves here on Monday morning and arrives here from San Francisco on Friday morning. The extra does not carry a mail, but takes the Express of Wells, Fargo & Co. Pacific and Atlantic Telegraph.— Since the arrival of the Telegraph at Fresno City, but little has been done towards its advancement until the present time. On Monday last the teams belonging to the company arrived here loaded with wire, which they left at this place, and then proceeded with the empty wagons to Tule river, where a party of men are engaged getting out poles. Should the late heavy rains, and snows in the mountains, not interefere with their business, we may shortly expect to have a telegraph office in Visalia. The Influence of Labor in the "Protecting of States from Invasion." The appearance of "Old Brown" within the borders of Virginia for the consummation of the treasonable ends of Black Republican indoctrinations has afforded ample food for fogyish patriotism, rhetorical ambition, and party tactics throughout the Union; these many months. Mr. Douglass' resolution introduced into Congress on the "Protection of States from Invasion," has called forth an immense number of speeches from the members of that sage body. Whilst they are only a rehash of the sentiments that have been from time to time enunciated in Congress ever since the year 1820, on the subject of slavery, they foreshaddow, pro and con, the positive workings of these antagonistic principles in the various sections of the Confederacy.
