The question of the improvement of grades is a most important. one in connec tion with the economical working of the railways, and since the Commissioners took office in 188S it has closely engaged their attention, and they have been en abled to mal;o improvements at many of me worse places wuoro ine iramc wad heaviest, which has been of material ad vantage in the working of the lines. The condition of the linos is exceptional, ow ing to the number of steep grades, 631 miles with grades to 1 in 30 to 1 in 75 ex isting wheu the Commissioners took office the most severe grades being on the main lines ; and as fuuds permitted the Com missioners havo been gradually cutting out the worst grados.
