POISONED CAKE EATEN [Newspaper Article] — Rainbow Argus — 14 March 1914

POISONED CAKE EATEN In returning a verdict of "Acciden tal death," after the inquiry at West Ham on Saturday, into the death of Albert Challingsworth, 18 months, who ate a piece of poisoned cake intended for rats, the Jury (says "Lloyd's Weekly News" of January 18), sug gested that the sanitary authority should be 'informed of the occurrence. They warned the ratcatcher to be more careful how lie left his cakes about in future. The baby's parents live in Cleaner road, Custom House, and the mother said that when she took the house about six months apo the place was infested with rats. She complained to the landlord, who sent a ratcatcher to the premises, and for a day or so he had picked up near the fireplace. He soon afterward^ became sick, and died before the arrival of a doctor. Frank Gibbs, an elderly man, said that he went to the house to clear out the rats. Did you clear them out?—Well, I put the poison there. Don't you have a look to see?—No. The carpenters sometimes find them....

THE SUBMARINE WAR AGAINST WAR. [Newspaper Article] — Rainbow Argus — 14 March 1914

THE SUBMARINEWAR AGASr-JST WAR. (By CI-UHLES Fir.ItO.USON.), Brooks Adams, in his ''Law: of Civilisation and Iiecay," developed the interesting' thesis ' that civilisa tion advances only in those his torical periods in wlmh the agen cies of iniUtary defence overbalance for a time "Vhc agencies. of belli gerent attack. 'That is to say, the human race has always, found a respite from dest ructive warfare—a breathing space in "which to develop the constructive arts, and sciences— whenever' peace-loving nations have found means for making assaulLs. upon their* peace so' didicuit and' dangerous to the assailants that the' game has not been worth the caudle.' • In the light of. this principle the modern development of. submarine, fighting-craft '. deserves 'the respect ful iit lent ion of peace societies. An immense amount of expert tes" tiiiionj' is accumulating to thq cf. . feet...that 'submarines of:the . Holland type are likely to' prove, so, dreadful 1,6' Dreadnoughts that the ponder...

SCHOOL CHILDREN'S HEALTH MEDICAL OFFICER'S REPORT Tho annual report, for 1912, of the Chief Medi&al Officer of the Board of Education, contains (says "Public Opinion"), an exhaustive account of the measures which are being taken throughout the country to safeguard the health of school children. Alto gether there are 1111 medical officers in the school service in England and "Wales, as compared with 943 in 1911; 82 are women and there are 742 nurses also engaged. The Chief Medical Officer, Sir George Newman, states that it is un fortunately true that uncleanliness still occupies a large share of the time, thought, and energy of the offi cers of the school medical service, though it is encouraging to note that throughout the country the returns show a decided and progressive im provement, and that the grosser forms of uncleanliness arc now rare as com pared with the conditions that pre vailed when medical inspection was instituted in 1908. Many of tho medical officers' re port...

Lutheran Conference . During the days between the Sth and 10th March, :i very bu.jy and animated scene presented itself at the Lutheran Church at Pella, near Haiti bow, for during those days the Evangelical Lutheran Synod in Australia, Eastern District, held its 17th annual convention in tiie midst of the local Lutheran con gregation.
