Woods \*as summoned by the police for placing a dangerous obstruction on the roadway by leaving a wooden houso in Little Raglan street across the footpath all nigh:. Pined 403. with 5s. costs. Debt Cases.—John Farnau V. W. P.Buckburst, goods, See., £3 5s. 4d. Mr. Faussett appeared for complainant. The defence was that a number of loads ef filling were charged for which had been paid to complainant's father before ho died—for which defendant held receipts. Only fifteen loads were proved to be owing for, but defendant said ho would pay for twenty as he did not wish to harm the widow and family. The Bench j ordered 26s. 8d. to be paid, with 12s. 6d. costs. Robert Grieve v. Jane Trader, special, £6 os.; i amount to be paid in four weeks, with 7s. 6d. costs, or one month's imprisonment. R. EMERALD HILL: TSURSDAY, MAY 29, 1873. THE ORPHANAGES. The suggested removal of the National School at Emerald Hill from Claren don-street to some more appropriate site has revived the whole question of the Town Rail site, i.e., a site for the purposes generally of a local Govern ment Town Hall, Court of Petty Ses sions, Post and Telegraph Offices, &c., &c., and it will be well for the bur-j o-esses to consider the matter over at this juncture, and dispose of it at once and for ever. Some months since a letter appeared in the Record on this subject, suggestively pointing to the advisability of the Orphanages being removed off the Hill to some more suitable position, by which the health and circumstances of the children ge nerally would be better considered and the interests of the town generally im proved. Starting at the first point, we cannot discover that either one or the other of the establishments are archi tecturally ornamental, nor is their im mediate presence...

THE PROPOSED NE"W ELECTORAL ACT. TaE following arc the general principles of tho measures now before tlio House:—The redistribu tion of seats, the increase of llae number of mem bers to 90, awl the division of tbe country into single electorates; the abolition of tbe non-resi dential qualification; tbe extension of tbe suffrage to ratepayers whose rates have not been paid ; the abolition of payments for electoral rights, the rights being retained by the registrar, with the view of doing away with the rights and establish ing an electoral registry; and that all the elections should talre place 011 ouo day. Out of the total increase nf ' — increase of members, only two wore awarded to Melbourne and the suburbs, the balance of tlic increase being divided amongst the country dis« fcricts. The redistribution will be upon the. basis of population. Emerald Hill will enjoy a duality of members, and Sandridgo will still retain its one member.
