There is, how ever, one thing to be said with regard to 'carriage of. newspapers' wliich is in its favor : Let every newspaper be posted free, but when any one is re directed, then it should have to carry a stamp. Then those people who pay for the paper would receive it free of postal charge, but would liave to pay iu the cveut of their wishing to send it to any of their friends. In other words let the Govern ment carry -every paper once free of charge, after that let it be paid for.
