Kennedy assured Congress yesterday the administration's civil rights proposals are not aimed at the "Mrs. Murphys" who operate small rooming houses. Kennedy laid President Kennedy's seven-part program before a House Judiciary subcommittee as "an appeal to the basic sense of justice in the hearts of all Americans." He directed most of his testimony to the section banning racial discrimination in places of public accommodation. It bothers me that people should feel displeased and yet be unwilling to act in even the simplest way to change things or express themselves. Perhaps the easiest way in which lo express one's thoughts is a letter to the public official involved. When I have heard this course suggested in the past however, someone has always scoffed at it with derisive comments such as these: 'He wouldn't even see my letter," or 'What difference will my opinion make?'
