JUNE 22. 1978 Police Policy Approved SMITHVILLE — Police matters were again the focal point of the Smithville City Council Monday night, only discussion was low- keyed compared to the previous week's. The council touched on personnel briefly, but spent more time adopt- ing a set of job descriptions for of- ficers and dispatchers. "While on duty, routine patrol and encompassing responsiblities are the officers' only function," the new policy states. Officers are not "to go visiting, watch TV, or sleep" when on an eight or 12-hour shift. The new policy also holds offic- ers on duty inside city limits unless called to assist another officer or assist with an emergency situation. I know, I've had a beard for over five years now. In that time it has gone through various stages of function, encompassing the ol' resume manicure to urban guerrilla. The original decision to grow one is always interesting. Some men use it to hide un- der, some use it as a tactic (usually intimidation), some need its implied confirmation of manhood, some sport one for guile (i.e., fashion and/or seduction), and some are simply too lazy to shave. One man I knew, when told he had cancer, couldn't face the fact of his own mortality and, for the first time in his 43 years grew a beard, thus con- cealing himself from himself. Sort of a best of Esther's, Part I, in- dialing Jake Ratchett, short detective; C.othic Novel; Bridge Night, Jalapeno Chorus; "Carousel" and "Madeleine" from /(ici/ucs Brel; Ruth Carter Stapleton; Hubbies, the Whore from Next Door; l ishbait and the Night- crawlers, the Everly Sisters, and many more. Admission will be $3, and all proceeds from both the door and bar will go to benefit Esther's Pool elec- trical and building improvements dictated by the recent building and electrical inspection teams, including complete electrical revamping, a new fan, rebuilding the bleachers, and other beautification projects.
