THE NATIONAL ROADS CONFERENCE. Being the Institute's Annual Conference, Sydney, April 7th, 8th, 9th. Australasia calls for the best solution of the roads problem. To the present there has been a great deal of talk as to ways and means. The Insti tute intends to act. The Easter Conference is, con sequently, to take the form of a National Roads Congress. We hope, as a result, to at least fix a basis upon which the various governing authorities can work. To the present reliance has been placed in local governing bodies. That would be alright if all employed permanent qualified engineers. But, as you know, some don't. The result is that we have good roads only in strips, or patches. That isn't good enough for a country of our expansiveness or for a people draw ing their wealth from the land such as we do. Good roads might not be altogether our national salvation, but they certainly are prime factors in our national development. It is appropriate that we, as an Institute, should offer so...

FOOTSCRAY AND DUST. Foqtscray (V;.) is in luck. It is to absolutely abolish the dust nuisance. If there are people in this world who would appreciate this/it is the resi . dents of Footscray. The, matter cropped up over a discussion, occasioned, by the arrival. and . subse quent 'experiments of a new tar-spraying machine, ordered by the council'. The city surveyor (Mr. Chas. Neylan) was enthusiastic about it, and con sidered that all he wanted in order that work might be expeditiously carried forward,, and bring foots cray to a high, standard of residential requirement, was additional sums voted towards tar. He con sidered Fotscray to be exceptionally favored as a district where the dust nuisance, might be effectively coped, with, being practically self-contained, and at its northern extremity bounded by the Maribyrnohg Valley, which prevented the dust from other locali ties being swept- through -the district. . ? w IN QUEENSLAND. Queensland is notorious among Local Govern ment officers as 'the State of small salaries.' It could not be otherwise under present conditions. There is no compulsory clause in the Act to provide even for the employment of qualified officers. Queensland may engage them as they like and sweat them as they like. With a section of the Institute established in the northern State an im provement is probable in time, but it would be greatly accelerated by the inclusion of the reform clause in the Act. , Glancing through the. Queensland Press of last week, we noted that Dalby; Council has agreed to pay an officer acting as clerk, 'engineer' and chief inspector £200 per year. Tarampa Shire (Sutton) was paying its clerk £200' per year, while Pine Shire. .was. even more economical. It was paying its clerk £150 per annum, .with ?£l5 as pound keeper and £15 as 'horse allowance.' Under such conditions either of the two has to starve— (1) the poor officer; (2) his horse.

Lind & Son), the new President of the Queensland Master i Builders' Association, is one of the 'youngest of Australian builders who have been honored with a presidency. In this capacity he carries a burden of anxiety, for it is his duty to attain the realisation of those Utopian ideals1 which the owner invariably associates with a characteristic dread of expenditure, by obtaining from the builder a s,hip complete in all its details, and of full value for tile amount expended. The man in the street, with that aptitude for generalisa tion that is distinctly his, classes all such institutions as the Sydney Water and Sewerage Board under the compre hensive title of' 'Government bodies.' This is, at least, unfair to the Board, as such calamities as State brickworks and day-laborised public works departments also claim that questionably honorable classification. . . ?????? : But even through this unhappy knack of generalisation the Water and Sewerage Board might frequently be placed in bad company, ft is' consolation to know that it is. not classed as such.
