WINNSBORO, S. 0. Thursday, March 7. * 1878. R. MEANS DAVIS, Editor, JNO. S. REYNOLDS, Associate Editor. THE UNIVERSITY DILL, With many amendments, has passed its third reading in the Senate. RussIA AND TURKEY have signed articles of peace. Intelligence as to the terms is very indefinite. THE SENATE and the House are quarreling over the terms of a bill regulating voting precincts in the State. The difficulty sos to be in the counties of Charleston and Colleton. Ac0oRDINO TO THE Columbia re-. porters there are more "brilliant" men in our Legislature than are to be found in any similar body except perhaps the Georgia Assembly. We backwoods people always road the reports in order to gauge our great men, but when we are gravely informed that all are "brilliant" we begin to fear a mistake somewhere. Raising the Wind. The supply bill for the present year levies a tax of five and a quar ter mills, exclusive of school tax and county tax, or a total of ten and a quarter mills, a quarter of a ...

WINNSBORO, S. 0. Saturday, Kar'4h 9, 1878. R. MEANS DAVIS, Editor, JNO. S. REYNOLDS, Associate Editor. Now THAT TIHE RILVEI BILL has be come a law, the gold men are be ginning to discover that its effects will not be so vicious after all, IRETURNINo BOARD ANDERSON'S chan ces of receiving a pardon from Gov ernor Nichols are very slim indeed. Yet Hayes continues him in office as Collector of the port of Now Orleans. JAMES GORDON BENNETT, having gained so much renown through the labors of Stanley in Africa, is preparing an expedition for the North Pole. He has purchased the ship Pandora for the purpose. Some paper hopes that Pandora will leave her box behind; but as the authentic accounts are that nothing but Hope is left in it, Mr. Bennett could not do better than to send it along. AN ATTEMPT WAS MADE on Tuesday evening to organizo a Democratic caucus, to n-ko a party settlement of the public debt. The advocates of the Consolidation Act refused to enter the caucus, on tho ground that ...

giltg g1flus 3n1 mraMf. WINNSBORO, S. C. Tuesday, March 12, : 1878. R. MEANS DAVIS, Editor, JNO. S. REYNOLDS, Assoolate Editor. THE LARGE AND harmonious meet ing of the Democratic Club of this township, on Friday night, was a good omen of future harmony and success. Titz LEOISLATURE has no more im portant matter before it than the regulation of the phosphates. The entire value of this interest is estimated at fifty millions of dollars or about half as much as the property at present assessed in the State. The revenue arising from a phosphate royalty will go far towards paying off the indebtedness of the Stato. At present this re. source is being badly neglected or mismanaged. DoEs NoT THE proposition to fund the floating indebtedness of the State conflict with the constitutional amendment providing that the public debt shall not be increased except by a two-thirds vote of the people ? It may be argued that the debt has already been incurred and that the Legislature is merely putting...

In convorsation with the reporter of the San Francisco Chronicle, the other day, Mr. Joseph Emmet, the actor, described his difficulty in securing the costume he wears while playing "Fritz," the German emigrant: "It was in Buffalo, Now York," said Mr. Emmot, that I succeeded in getting so excellent a dress for 'Fritz.' Up to the day I was to play the part for the first time I had nothing suitable to wear in the character. I rehearsed for the last time and felt annoyed at the deficiency. But I trusted Provi denco and started once more for the railway station where the emigrant train was nxpectod-a place I had been visiting previously for some time. When thero five minutes, I heard the whistle. In came the train and off jumpod the emigrants -one, two, threc-and none had clothes to suit mc.
