UhtMMigam. CAMPBELL, FBEW & CO.,. EDITORS A>'D PROPRIETORS. s WEPXRHDAY MOEXIXO. JA5f. 81. " Our Washington correspondent "hi his letter this morning alludesto the rumor prevailing there that, civil government in Virginia being deemed-aftiilure, n Provisional Governor will be instituted in Itssteftd, under the auspices of the U. S. military forces. The Richmond pa pers of -Monday refer to the same ru mor. The Examiner in h spirit of bravado seems to court the change. It covertly abuses Oeu. Terry for his re cent order, and openly sneers at Gover nor Peirpoint as' the man who was or dered out of the office of a Presidential subordinai* at Washington. It is evident that disloyalty is about atitselimnxutRichmond. Thetraitors there have fully disclosed their hateful and spiteful animus toward the Gov ernment and toward Union men in their own midst. The present Legisla ture has scarcely a grain of Unionism in it. A correspondent of the New "York Herald says that "a more selfish an...

campbbi^-p5bw-&~co^ EDITORS A>'D PROPRIETORS. ^ MATCHPAY MOBXIXO, FEB. 1. The Straggle for Ihe CapiteL The whole of yesterday was spent by the House of Delegates in an ineffectual endeavor to agree on some point to which to rembve the capital; and the evening found them as far from a choice as they were twenty-four hoars before. The onlyttHTereilbe was that Charleston had come up and passed Buckhannon and was about a neck ahead at the ad journment-last evening. Considerable interest in the struggle is felt outsidev and the lobby is crowded with specta tors?among whom, strange to say, not a lady has yet appeared. There is a growing feeling even amongst the members that it might after all be wisest in this matter to adopt the practice of the old Dutch farmers, who always build their barns first and get them pretty well filled before they commence on the family mansion. In the overshadowing interest raised by the contest for the Capital, we trust the Legislature will not, oven tempora rily, lose sight of measures which may without extravagance be termed vital to the welfare of the State. We propose to refer to bqt such measure in this con nection, and that a financial one?the propogbioli' to re-value the lands. A bill for this purpose passed two readings in the House some days since, but com- j ing up oo its passage, it was at the last j moment recommitted, for the purpose, we believe, of allowing enquiry into the propriety of so amending it as to postpone its operation a year or two.? Of course if any such, postponement is to take place there is no propriety in passing the bill at the present session at all, but we cannotsupposethe House will permit a measure of such vital im portance to be either defeated or post poned.
