The Columbus brings 15 days later news from the Atlantic States. Mr. Hodge of the N. O. Com. Bulletin, has been appointed Assistant Secretary of the Treasury. (Generals Scott, Twiggs and Wool, were in Washington. The Joint Military and Naval Board to decide the relative rank of officers of the Army and Navy was to have convened there 24th Oc. tober.
