If the Government is to mate any show, of carrying oat its pledges, to the oou«try; fchoi application of the clotnre in connection with the debate on tho Tariff Bill wonld appear to be an absolute necessity. Unless some thing of the. kind is resorted to, the situation- ?would seem, to be quite hopeless. This much is made apparent by what has taken place up to the present. A vote of censure lias been. proposed, and after a lengthy debate, disposed of: That out of the road, the debate on the financial statement followed, and was marked chiefly by the extent to which the arguments nsed in the previous debate were re peated. By these two debates, and what they have been interlarded with, nearly a, month of time has been con sumed. The division ou the censure motion of Sir Henry Parkes, which gave the Government an overwhelm ing majority really defined the state of par ties, so far as the main proposals of the Administration were concerned, and during the discussion on that motiou, it may be added, all the bad things that could be said about the Ministry, were said with emphasis. To the outsider, consequently, it would have seamed as though, tne battle having been decided, there would be nothing in tho way of the Government immediately proceeding with its real work.
