AN OWL AT SEA Tbe White Star steamship Celtic , which arrived at New York from Liverpool on Wednesday , Feb . 11 , brought a strange passenger who had boarded that vessel in mid-ocean . A large white owl dropped on one of the forward spars in an exhausted condition , one evening , when the vessel was about 800 miles off the coast of Newfoundland . When brought to the deck by a sailor , the owl was found to be nearly dead from cold and hunger , and almost too weak to eat . It had become greatly emaciated , and trembled violently in endeavoring to swallow the first morse ] ot meat which was placed in its beak . The owl slowly recovered and is now perfectly well . It is a land bird , and is supposed to have been blown off the coast of Newfoundland by the westerly gales which had for some days previous prevailed there . Finding itself once out at sea , it had probably geased making efforts to reach the land , and had drifted before the gale , its only efforts being to keep above water ....

HOW TO OBTAIN SLEEP The following is recommended as a cure for sleeplessness : Wet half a towel , apply it to the back of the neck , pressing it upward toward the base of the brain , and fasten the dry half of the towel over so as to prevent the too rapid exhalation . The effect is prompt and charming , cooling the brain , and inducing calmer , sweeter sleep than any narcotic . Warm water may be used , though most persons prefer cold . To those who suffer from over-excitement of the brain , whether the result of brainwork or pressing anxiety , this simple remedy has proved an especial boon .

MISCELLANEOUS DIVING . The modern diving dress sits loosely upon the body , and is worn over the diver s warmer suit of guernsey . It is made either entirely of India-rubber , covered on both sides with tanned twill , or of waterproof lined with a strong solution of in-dia-rubber . It is one piece , reaching from the feet to the neck ; and the wearer s head is covered with a strong metal helmet , having in front three small round windows of plate-glass , guarded with br , ass frames . The central bull s-eye screws off ; and when the diver re-ascends to the surface , not a moment is lost in removing it , so that he may at once enjoy again the luxury of breathing in the open atmosphere . By this means , on coming up he can rest awhile or give orders without removing the rest of his dress . The cuffs are tied around the wrists , leaving the hands bare and free ; india-rubber bands being slipped over the end of the cuffs , so as to render the joint water-tight . HOW THE RUSSIANS KEEP WARM The Russians have a great knack of making their Winters pleasant . You feel nothing of the cold in those tightly-built houses , where all the doors and windows are double , and where the rooms are kept warm by big stoves hidden in the walls . There is no damp in a Russian house , and the inmates may dress indoors in the lightest of garbs , which contrast oddly with the mass of furs and robes which they don when going out . A Russian can afford to run no risk of exposure when he leaves his house for a walk or drive . He covers his head and ears with a fur bonnet , his feet and legs with felt boots lined with wool or fur , which are drawn on over the ordinary boots and trousers , and reach up to the knees ; he next cloaks himself in an ample top coat with fur collar , lining anil cutis ; and he buries his hands in a pair of fingerless gloves of seal or bear-skin . According to the Annuaire Statistique recently published by the French Minister of Agriculture and Commerce , the total population of France , a little under 37 ,- 000 , 000 in round numbers , is . divided into 12 , 000 , 000 inhabitants of towns and 25 ,- 000 , 000 inhabitants of the country .
