I Tout r nif Owk Petard.- At Winona, Wisconsin, a few days ago, a man named Charles Russell been mo suspected of incen diarism, and was closely watched. Finally he was seen to enter a building in which is kept an omnibus belonging to the Bnrridge House, lie had a can of kerosene.with which ho saturated the cushions and erery part of the omnibtie, and then set firo to it. Just as ho was about to step out of the omnibus he was caught, the 'bus was dragged from the building, so as not to set fire to that, and the Incendiary was kept in the burning vehicle till ho was netrly burned alive. Ilia clothes were burned from his body, his hair from his head, and his whiskers from his face the intention being to make him confess toother crimes, and to declare his accomplices.
