The greatest scourge California has had to endure has been the settlement of the Id Spanish and Mexican - land' grants. Jt has been a prolific cause for litigation since the " acquisition of that Territory from Mexico. Thousands upon thousands have been made poor, either defending or prosecuting these land claims. All im provements necessarily cease while the land is being litigated, and grants when confirméd have been and arc held hi large tracts, the owners doing little or nothing to improve them and paying but little rev- veoüe to the government in the way of taxation.
