During the consideration of tho Mcxiqan ponsion bill in tho sonato, a very extraordinary amendment was offered by Senator Cullom, of Illinois, to pension all soldiers and sailors of tho lato war who had served three months. The proposition was a Re publican bid for the soldiers and sai lors vote, and but ono of that party, Gener.il Hawley, representing Connec ticut, had the moral courage to protest against tho wholesak appropriation of the public money, as he said, "for par ty purposes." Ho declared in tho name of that great body of volunteer soldiers, "that they woro not beggars, and that they did not desiro to bank rupt tho treasury by a general demand for pensions."
