D. 3108 amends Regulation 45 Article 1582 as follows: Valuation of inventories: In ventories must be valued at (a) ;ost or ( b) cost or market, as de fined in Article .1584 as amended. Lich ever is lower. (See Article 158 for Inventories by daalers in securities.) Which ever basis is adopted must be applied consist ently to the entire inventory. A taxpayer may, regardless of his past practice, adopt the basis of "cost or market which ever is lower" for his 1920 inventory, .provided a disclosure of the fact and that it represents a change are made in the return.
