A N I O A A Washington dispatoh of tho 9th gays: The Minnesota delegation ex press great apprehension that the coarse of Canada toward Kiel will involve tho whole northwestern territory in war. It seems that the Manitoba act more than concedes Kiel's dc'nand, with the important omission of a general am nesty. The news from Fort Garry shows that Kiel will raise 3,000 men to fight the troops now straggling through the wilderness, beyond Lake Superior, unless fall amnesty is proclaimed. If matters remain in this present state much longer, aotive interposition of the government of the United States may become necessary for the security of the frontiers of Minnesota, Dakota, and Mont ma. Senator Ramsey's resolution calling for such mediation will soon be the subject of a report from the committee on foreign relations.
