CO II h. Astoria, Oregon, Thursday Morning, February 27, 1879. No. 48. Vol. viii. TELEGRAPHIC NEWS. Pacific Coast Dispatches. The United States revenue cutter, Oliver "Wolcott, has sailed for Sitka. The ship Belvidere made the run from San Francisco to Victoria in six days, arriving on the 21st. Another foul murder has oc curred near San Francisco. De tectives have been detailed to work up the case. A letter from Yale on the 16th says that the snow storm had been of the most terrible description. The roads everywhere are blocked, fences invisible and landmarks hidden. In Stockton on the 24th, the funerals of most of the victims of the late explosion occurred. Banks, public schools, saloons and all business houses were closed, in conformity with the mayor's proc lamation. The county and district courts adjourned also. Geo. C. The arrival at Astoria of the steamships Oregon, and Great Republic from San Francisco, on the same day, each laden with merchandise and long list of pass engers, suggests that cheap fares, and frequent failures of crops in California, induces the farmer there to seek a new and cheap home in eastern Oregon and "Washington territory. At the least there ap pears to be no prospect of any dimunition in the tide of emigra tion, of the past two years. Their influence is already sensibly felt, and it will be largely augumented the ceming season. The character of a large class of these immigrants, and the pur poses for which they come can be arrived at, by examining the business transacted in the United States land office, in the country east of the mountains. Lot Bliss, the 17th victim of the Stockton explosion, died on Wedn esday. An attempt to burglarize the first National gold bank of Petalu ma, was made Tuesday night. Entrance to the building was ef fected through a skylight, letting the burglars down upon the top of the vault. They had nearly re moved the brick covering, when either the task here revealed was too great, or being alarmed, the job was abandoned. The mystery of a man coming ashore in a row boat under murder ous circumstances at Berkeley a lew nights ago is being investigat ed by detectives, but their labor has only intensified the mystery. The boat belonged to John French, a boatman by occupation, 417 Drum m street. Davenport presided. The roonr vas crowded with people from Silverton and vicinity, and a num ber from Butte creek. The neeting "was addressed by Mr. Pengra in an able manner and of about two hours in length, giving a history of the movements in this matter from the beginning and giving the people to understand that the road would be constructed without delay, if the people would assist the enterprise in a liberal manner. He was frequently ap .'plauded during his address, by the audience. A great many people do not un derstand bow it is that poor peo ple can enjoy railroad facilities. The Coos bay News, commenting upon the building of the proposed road between that place and Rose burr, takes the ground that there is not money enougli in the two counties to construct it. To -which the Plaindealer replies: "Its rea soning, even from this premise, is very erroneous. In the iirst place, the proposed road would cost but little over half a million of dollars. Of this amount the iron and roll ing stock would represent one half the ties and grading the re mainder. Now, the iron and stock can be purchased on twenty years' time, a moderate rate of interest, and a mortgage given on the road for security. The Span ish provinces railways are inter rupted by snow. The senate committee on com merce recommended $150,000 for harbor of refuge purposes on the north Pacific coast, and $100,000 for Cacades canal. A Capt. L. S. Scott has been confirmed as post-master at Salem; L. Collin, register, andC. N. Thorn bury, receiver, at The Dalles, and Oliver Good of Ohio, agent at the Quinault agency. The Mayor of Sheffield, Eng land, states that one district of that town there are 4,000 persons destitute and 400 families actually hiarving. The relief fund, except about 800, has been expended. A house burned in Nelson ville, Ohio, on the 2Sth, and the lather and six children were burned to death. The mother and one child escaped. Edward Ewald "school ques tions broker" of San Francisco, wis on Saturda' remanded to jail until such time as he sees fit to obtain his liberty by telling what he knows about the questions crookedness. Reno, California, was reduced to ashes on Sunday. Losses over $1,000,000. A gale was blowing from the west; and before water ;ould be got on the fire it was be yond control. The flames leaped froinlliouse to house and from block to block. Panic-stricken, half clothed people caught the most valuable articles and left all else to destruction. The firemen were helpless. The fierceness of the wind and the intensity of the heat rendered it impossible to get close enough to do airy good. President Hayes has placed his veto upon the bill of congress res tricting Chinese immigration. And the house of representatives failed to pass it over the veto of His Ac cidency. It is not necessary to re view this message of Mr. Hayes. His chief argument is that the ac tion taken bjr congress is modifica tion of a treaty, not total abroga tion of it; and while he admits that it is within the power of con gress to renounce a treaty which it deems disadvantageous to the country, he insists that power to modify a treaty belongs to the treaty-making power, that is to the president and senate; and that the exercise of such power is not competent for congress.
