The Convention has been in ses sion for the past week in Cincinnati The time has been principally occu pied in the consideration of the re report of the Committee on the Ju diciary Article, and also the propo sition to amend Article 15 of the Constitution which relates to free passes on the railroads to officers under the Constitution. A CLEVER RUSE. 'Vice President Wilson has con cluded to stop awhile with the fami ly of Representative Hooper on H, treet instead of taking bis rooms at once in the Washington House. He does this, it is said, to avoid office seekers, importunities. When they thin onr pretty well he will resume his old quarters at the hotel STORMS. The bill of Representative Merri- mon amending the national banking act and authorizing free banking, with practical rcdemptions,by keep ing deposits of United States notes in the Treasury of the United States equal to five per centum of their re spective circulation for the redemp tion, has already failed to secure the entire sanction of the Committee on Banking and Currency, to whom it was referred. Although the bill has many practical friends in the House it will not be reported upon favora bly by toe Committee. In this con section it can be stated that on the question of the proper method to ward making a change in the nation' al banking laws the Committee on Banking and Currency entertain di verse opinions, which will delay the maturing of any bill from this com mittee upon which a majority of the committee will be able to argue.
