Whilst we arc laboring under the inconvenient influence and effects of the characteristic of our people in respect to demand and supply, and whilst such changes are occurring in pursuits and systems of business as we have referred to. it would be well for us to enquire into the possibility of doing something which shall rapidly enhance our commercial interests and establish them upon a sound and enduring basis. State Marine Hospital at San Francisco as well as to ascertain the manner in which it lias been managed by Dr. Hubbard, the Resident Physician, pre- ; sented a report in writing. From the facs presented to the House by the Committee, it is made to appear that the conduct of the Resident Physician has been in the highest degree -reprehensible. It is stated that at several periods, when application was made by sick persons for admission into the Hospital, and when they wore turned away with the answer that the Hospital was full, there were 'persons actually living there as boarders; among these persons were the pugilist liver and his wife, and ethers.
