As you are aware, certain members of Parliament thought it well to pass an amendment of the Federal, Enablin' Act, having for its object the raising o£ the n*mber of nftirmatWe rotes required to secure Federation, from 50,000 to S0,000. This appears to nt to have been done in orplur to block Federation altogether, since these members of Parliament, who roted in favor of raising tho minimum, could not, at that time, have known on what lines tho Bill would be. framed.
