Local Government in Victoria A Review Specially Contributed by Hon. F. Hagelthorn, Minister for Works, Victoria. In the year 1S50, an Imperial Act ''for the better government of her Majesty's Australian Colonies' enacted that the district of Port Phillip should be separated from New South Wales, and thenceforth be known as the Colony of Victoria. ' The early legislation passed ? bv. the Victorian Parliament in respect of Local Government was divided into two sections, viz. : — (1) Constitution of Road Districts and Shires. (2) Constitution of Urban Municipal Districts and Boroughs. ? (1) Constitution of Road Districts and Shires. MASTER BUILDERS AND THE DAILY PRESS. [Newspaper Article] — Construction and Local Government Journal — 23 February 1914

MASTER BUILDERS AND THE DAILY PRESS. At the last meeting of the N.S.W. Master Builders' Association, Mr. A.'.M. Sweetnam directed attention to a recent paragraph in a section of the Sydney morning press which had misrepresented the facts of a little industrial trouble lie. had experi enced on a Newcastle job. The paper had men tioned that there had been a strike of workmen, and that a sympathy strike was threatened on other works of the builder. BRISBANE'S SEWERAGE. [Newspaper Article] — Construction and Local Government Journal — 23 February 1914

BRISBANE'S SEWERAGE. ; The principal of a big Sydney firm with an Aus tralasian business connection writes: — 'As an Australasian traveller and a regular visi tor to Brisbane, I am interested in President Cham bers' indictment; but there is a worse indictment' . than ? his, which should be written as a sample of ! 'how not to do it' when Australia tries hard. 'Some fourteen years ago, the City Council seized .with, the importance of a sanitary system, ||| got the Agent-General to advertise for. the best man ||§ in London at the salary, to come to Brisbane as ||§ City Engineer' and advise them on the sanitary ||| scheme. .By good luck he secured one of the lead- raw ing men in London, who had been Engineer forHH Hampton (which includes Hampton Court Palace), H and had recently completed one of the sweetest H little schemes in England. THE UNIVERSAL WAGE. Its Disadvantages. [Newspaper Article] — Construction and Local Government Journal — 23 February 1914

THE UNIVERSAL WAGE. Its Disadvantages. The reading of the reports from affiliated country branches at the last meeting of the N.S.W'. Master Builders' Association served to disclose, in Mr. J. M. Pringle's opinion, certain disadvantages of the universal wage and working conditions. One branch reported in glowing sentences a year of pros perity, while another, in most morose terms, de ciareu mat me penou nau oeen me least prosperous known to the trade. The reason chiefly ascribed in ? the. latter case was'the^incfeased' wages, meaning increased cost of construction, which had affected investment. Mr. Pringle drew from this contrast in conditions within the one State, the argument that in deter mining a wage and fixing conditions for a district the condition of the industry must be taken into consideration. This applied in the old country, where awards were being continually varied in con sonance with the varying conditions of the industry. When the industry could afford high wages th...

DUSTLESS ROADS. [Newspaper Article] — Construction and Local Government Journal — 23 February 1914

DUSTLESS ROADS. A Mr. T. H. Flere told a Melbourne audience recently that he had a method of constructing dur able, dustless, resilient; and waterproof roadways. If he can firmly convince the people of the efficacy of his method, he is in danger of being rushed, par ticularly in Victoria. . : In Mr. Flere's road there would be no potholes. It would, according to a press report, have an un breakable waterproof surface, yet resilient to traffic. Further, it would be easily and economi horses, owing to its being neither slippery nor hard. The new method was to lay foundation of con crete, which might, where treacherous spots were suspected, be reinforced with wires of a suitable gauge laid diagonally across the line of traffic. Between the concrete and granite cubes which formed the surface of the road was laid a bed of bituminous compound about one inch and a half thick. The granite cubes measured 3in. by 3in., or 4in. by 4iin., and were laid in segmental rows, the greater depth being...

MR. PRESIDENT! Is he Overworked? [Newspaper Article] — Construction and Local Government Journal — 23 February 1914

MR. PRESIDENT I Is he Overworked? The consensus of opinion at the last meeting of the N.S.W. Master Builders' Association was that .1913 had been the most strenuous year in the his tory of the Association ; furthermore, that the Presi dent (Mr. G. P. Jones, jun.), had been overworked. It is generally the custom to pay a retired officer a compliment of that character. But the sentiment in this instance was free from any taint of formality or insincerity, and it was significant that the Ex President, did not, as is also customary, protest the lightness of his task. Indeed, he directly supported the opinion with the reservation that, his energies had been cheerfully given. Obviously he had no ijegrets, and did not think of himself, but in suggesting a means of the future lightening of the President's work, indicated that his experience had proved it necessary and desir able. Some members went so far as to say that the affairs of the Association had left the Ex-President little time for...

,;..T ? . t w... ;. ? : — — , *. ''NiS.W. MASTER BUILDERS. The Vernon Scholarship President AVilliamson presided at the monthly meeting of the N.S.W. Master Builders' Association on Tuesday last. The correspondence included a letter from the South Australian Association . congratulating the N.S.W. body 'on the excellence and comprehensive ness of its' report. Builders Laborers' Award. The meeting discussed certain phases of the builders laborers' award, which is sub judice. It was reported that the Secretary was representing the Association in Hbbart where the appeal of the Tasmanian body- was being heard. The latter had taken a comparatively narrow view of the matter, claiming that no dispute existed locally, whereas the N.S.W. Association had questioned the jurisdiction of the Federal Court. The Col.
