r THE CITIZEN. SATURDAY, - - January 10, 1874. SAN CAULOS AFFAIRS. New Orders of Major Randall How Obeyed and Disobeyed Trouble and Order. About the middle of November, the San Carlos Apaches were placed under the military jurisdiction of Major Randall of Apache. He found rather loose discipline. He at once ordered a daily count of all males over ten years, and of all others once In two days; also prescribed rules in force at Apache whereby it would be im possible for the warriors to be absent without detection. Having made his or ders understood, the Major returned to Apache. Eskiminzin a murdering pet of the peace commissioners was chief over all the eight bands. For a few days he acquiesced in the new orders but soon ut terly disobeyed all. Word was sent to Major Randall, and, in response, he at once repaired to San Carlos arriving there January.l. According to the dispatches, more than the usual excess of tinkering with the laws relating to the public lands is block ed out by our national legislators during the present session. The laws may need amendment in some respects, but if a gen eral law combining all the good features of the pres?nt laws cannot be enacted, it were far better to let alone what we have. It Is impossible for the masses honestly Interested to keep posted on never-endin changes in the law and the regulations which necessarily follow. The Comrnis sloner of the general land office recognl- ees this fact, and also the annoyance and trouble officers have in administering new laws, and therefore has recommended the repeal of the homestead and preemption laws and combination in one law of the es sentially good features of the old ones and thereby simplify the acquirement of title by actual settlers and make it more difli colt for speculators t...

THE CTIIZEN. SATURDAY, January 24, 1874. Public Aid to the Texas and Pacific Railway. This dispatch was in The Citizen last week, but was received too late for appro priate comment: Washington, January 13. The friends of the Texas and Pacific road are under stood to have agreed upon a measure to be submitted to Congress, in which govern ment will be asked to guarantee interest on bonds of the company to the extent of forty or fifty millions, which would aggre gate three to four millions annuuily. Bonds thus endorsed can be readily nego tiated in Europe. The government will be secured by a first mortgage on nearly five hundred miles completed road which it can purchase whenever the road fails to pay interest on these bonds. Members from the south and southwest are believed to be united in favor of aid to the road. There can eurely be no sound objection to government aid on Buch a basis, for in any event there could be no loss on the actual transaction. Then the gain from many sources...

The forty-third Congress opened De . cember 1, 1873. Before bills could be introduced, a speaker had to be elected and the committees all appointed. It usually requires a week to accomplish these points. On the 8th, Delegate Mc Cormick reintroduced his bill to' quiet title to land3 in Tucson. It will be re membered that this bill passed the House of the last Congress but like hundreds oi others especially in a 6hort session was not reached in the Senate, and therefore had to be treated as a new bill, and it will bo seen that McCormick made no delay in presenting it so that it will very likely soon become a law. It was at once read twice, referred to the committee on public lands and ordered printed.
