The Congress has passed and the President has signed an army bill, which, after the 1st of July, 1871, fixes the number of men at 30,000. The expen ses of each man per year are not less than $2,000. The ex pense for the whole will be fully $60,000,000 per annum. In the Democratic days of Mr. Buchanan this would nearly hare defrayed the expenses of the whole Government. We did not then have over 12,000 men, and do not need any more now. The trebling of our peace military establisment is a monstrous outrage upon the people. It has been done part ly to keep up a military force in the South, to carry elections for the Radical party, and part ly to find a pretext for the em ployment of the thousand su pernumerary olficers who are billeted as pensioners upon the country, for which they render no equivalent.
