The vote against seating Senator (Juay, of Pennsylvania, by the United States Senate on Tuesdsy aeenaa to have been a surprise to his friends as they felt confident he would be seated, even if it was by a small majority. The question involved seems to have been a constitutional one, but it ?ill be difficult for his friends to convince themselves that much of the opposi? tion was not on personal grounds.
