IMPEACHING A PKE8IDENT. The Radical Programme Revealed. Con gress to be the Supremo Power What V May Kxpect Nest December. Vroin the New York Independent, Out. 4. Impeachment is resorted to bo rare ly iu our government that we have thought proper to discuss some of the points connected with it, which may not ho familiar to our readers. In providing for the trial and pun ishment or delinquent public otllcers, the constitution of the United States has borrowed from England the pecu liar process of legislative impeach ment. The House or llepresentativcs lias the solo power of impeachment, and the Senate the sola power to try impeachments. No forms or methods of proceedings are prescribed by the constitution, because the procedure is quite inside from ordinary Judicial pro cess, and must vary to meet the necessi ty of each case. As the great Selden says : "These cases are to lie ruled by the law of Parliament, and not by the common or civil law.". The language of the constitution is, "T...
