'Giving evidence before the Royal Commission which is enquiring into the. price of bricks in -Mel- bourne, Master Builder Frank Shillabeer said that the reason why the contractors had. not engaged in the brick making .business, as was the case in Syd ney, was that all the yards were locked up. by the combine. He had tried, to secure one of these closed up yards without 'success. The closing up of the yards was. against progress^ . It was abso lutely necessary for a contractor to be successful to have command of all materials used in building-. The builder possessing a brick works could tender where others would not in a busy time. In Sydney the people were more progressive than in Melbourne, and the builders made better profits. COMMERCIAL GROWTH OF BRISBANE. The visitor to Brisbane is generally given to express himself in vague terms of the city's pro gress. 'It is going ahead' — nothing more. Yet the observant visitor, or rather he avIio has been absent for a brief period — within two years — dis- covers that the vague assertion has the foundation of fact. In the first place, the buildings being erected are of greater proportions, and of a more substantial character. They have the appearance of predeter mined permanence, which distinguishes the com mercial architecture of the principal southern cities. The disposition for wood, most strongly sug gested in the private 'residence, is being superseded by a general leaning to brick and stone, although the latter is comparatively little utilised. But its stability, and architectural sightliness, will secure its entry into the northern capital, and, perhaps, in a shorter period than may be at present apparent. o ? : — LIBERALISM AND CONTRACT. The Federal Liberal Government's decision to complete the balance of the trans-Australian rail way by contract, carries a double-barrelled con gratulation. The Government is to be congratu lated ; so are we. The Government, because it has been consistent with. Liberal principles; we, because of our consistent — and persistent — advocacy of contract over day labor. Our readers will remem on this particular work. Evidently our conclusions have been borne out, since if day labor were as successful as Labor said it was, the change to con tract would not be necessary. Beyond the whining- of an army of day labor loafers, and a few Quelp-like quips from 'Billy' Hughes, the Federal Liberal Government will be congratulated by the great bulk of the Australian people on its action. In wishing the General Secretary the season's compliments, L.G. Engineer W. H. Grant has for warded some interesting snapshots of his district — Stroud (N.S.W.).

TRANS-AUSTRALIAN RAILWAY. A Confident Contractor. ? When Contractor Joseph Timms told the Federal Royal Commission on Powellised Timber that he was prepared to cbmplete the remaining 1000 miles of the' frans-Aus'tralian Railway for £2,000,000 in two years, the Commission 'laughed derisively,' it is reported. . This notwithstanding that the con tractor had offered to put up a £50,000 deposit as a guarantee of good faith. There is a proverb that 'he who laughs last laughs best,' and another that ''fools laugh at. their' own folly.' But the con tractor's offer and not the Commission's laugh should interest the Federal Government, as the keene'rs of the nublic nurse. Asked how it was at all possible, the confident contractor said that he was prepared to build a mile a day at each end, and if the Government paid him £2,000,000 for the work, he would hand it over for public traffic in' two years' time. He recommends the substitution of modern mechani- cal methods for the present antediluvian means of cleansing. The question is a very important one,   and the council will be well advised to go ahead ; with the Lord Mayor's proposal so long as the best machines on the market are purchased. Referring to the question recently, Architect H. W.
