. The State as Spirit Merchant. South Carolina is sorely exercised over its liqnor question. Half-a-dozen years ago it adopted the ' dispensary system ' as the only alternative to the sole vendor of intoxicating drinks. After a good deal of tronble with illicit traders, the people finally settled down into acquiescence in the new law. But it has not proved a success. At first the dispensaries, sold only four kinds of whisky, in special bottles dis playing the emblem of the State. Then persons who had preferences for special brands protested against the limits of the choice left to them, while the manufacturers agitated for equa lity of opportunity. The list was en larged, therefore, until fifty brands or more were on sale. Fresh trouble forthwith arose. The whisky firms began to give seeret commissions to the officers of the dispensaries to in duce them to push their particular wares, and a cry was raised that the ;?' - liquor interest had bought, the dispen saries.
