THE CITIZEN. SATURDAY, - - December 6, 1S73 OUR PUBLIC SCHOOLS. From all parta ol the Territory, we have cheerful reports of the progress of our free schools. '""The system is now for the first time fairly in operation. To the un tiring labor of Governor Safford, its pres ent condition is due. He has made it a leading feature of his public labor, and has freely given his time and private means to the cause. The law upon the subject when he assumed the duties of Governor, was practically worthless, and it was with difficulty that he obtained a Blight improvement on it by the legis lature of 1871. This law gave too much discretion in the levying of tases and hence but little could be done under it . Thorough and professional teachers could not be procured for want of a certainty of funds to give them constant employ mem. üut under it a beginning was made. The Daily Arizona Miner appeared De cember 1, as per announcement the ma terial points of which we copy into The Citizen. The paper presents a good ap pearance, as all printing by that office does; and whether the proprietors be lieve it or not, we hope they may be able to make the daily a success. We have no faith that there is sufficient patronage in Arizona to properly maintain a daily paper. We don't think any weekly has enriched its proprietors, nor are the pros pects bright that they will very soon ; nor can it be said that the weeklies are not creditable according to the circumstances. The Miner and Citizen have no superiors &s weeklies on the frontiers, nor can any of the old States show two as neat and well -filled papers. All good Christians and people general ly ought to join with us in rejoicing that another hypocritical professor of religion is exposed to public scorn, and the ranks of the truly pious relieved of a terrible disgrace, in the pereon of Brigadier-General O. O. Howard, the man who has per mitted honest and unsuspecting people to give him the deceptive title of "Chris tian soldier." Not enough progress lias been made In oar Territory during 1S73, to justify mark cd exaltation, yet ample to encourage all hands for the future. We doubt if any year of Arizona's existence has been fuller of happy events, and profitable ones will follow for those who persist in seeking them in a wise way. The Citi xen don't deem it of much importance to .go into a detailed statement of what has been accomplished, for but few at home wWld appreciate its cost of labor and time and abroad where our circumstances are not well understood, the showing might be undervalued. In a general way, we may state that in 1S73, the following points have been gained: Safety to person and property, with comparatively insignificant exceptions Never before since its legal crealion, has inch a degree of security prevailed in Arizona. And it is to be noted that at no previous time, except late in 1872, have so many Apaches been killed by the troops...

THE CITIZEN. SATURDAY, - - Januarys, 1S74. PIMA SCHOOL BUSINESS. Judge W. J. Osborn, superintendent of public schools in Pima county, has trans mitted his annual report to the Territorial superintendent Governor Safford. Judge Osborn assumed the duties of superin tendent, April 15, 1873, and for the period thereafter to December 15. he makes report which we summarize as follows: He found J Ü95.55 to the credit of the school fund and distributed to the general expense fund $75; Tucson district S0Ü8.20; Sanford district $190.19; Florence district $77.63. Since then funds have been re ceived to-wit : From delinquent tax ol 1872, $3.12; September apportionment of Territorial fund $216.70; property tax for 1873 $1413.87; $50 more is expected from latter source from delinquent list. Amount of funds on hand December 15, 1873, $1420.13, and distributed as follows : General expense fund $125 ; Tucson dis trict, $1039.90; Florence district, $255.17.
