L-J IN THA midst of calamities of almost any sort, the tendency to exaggeration has full play, especially in cases where appeals are made to ihe public for relief. Instances might be cited where publio benefactions exceeded the measure of personal losses, eaving a balance to be misapplied. Public sympathy is always quick to relieve dis tress, and therefore should not be too fre quently invoked nor upon slight occasion. THERE is a great deal of strong talk about civil service reform and good results may be the outcome but for the present, the member of congress will have the first information of the retirement, from any cause, of tho local "Nasby," and will take care that no one who is not his personal ad herent sliull fill the vacancy. Perhaps better things may be devised in the future, but we are now dealing with the present situation. THE Southern states are beginning to recognize the source of wealth ...

fr 4? W W r: i»i»W IP$ SEVENTEEN archbishops and bishops of Ireland have recently had a conference, at Majnooth on the land bill and the state of Ireland, and have issued a manifesto which cannot fail to have an iu-portant influence in quieting that unhappy country. They considered it their duty to declare that the new land act is of great benefit to the tenant class, aud a large installment of justice, for which the gratitude of tho country is due to Mr. Gladstone and his government, and to all who helped them carry this measure .": through parliament. The bishops earnestly exhort their flocks to avail themselves of the advantages derived from the act, be lieving that, if rightly used, it will bring present and substantial benefits, and help them to obtain their rights, social and polit ical, which they justly claim. They also urge the tenant farmers to use the means provided in the land act, and every other means in their power to improve the con dition ef the laboring class. T...
