Fellow citizens of Ihe Striate and House of Representatives: When w compare the condition of the co-n-try at the present day with what it was one year ago, at the meeting of Congress, we much reason for gratitude to that Alton, I : Providence, which has never failed to inter, I for our relief, at the most critical penod or I history. One year ago, the sectional strife be- ' tween the ionli and tue Soutn on tne aanger ous subject of flavery, had again become so in tense as to threaten the peace and perpetuity of the confederacy. The application for the ad mission of Kansas as a Slate into the Union, fostered this unt appy agitation, and brought the whole subject once more before Congress. It was the desire of every patriot that such meas ures of legislation might be adopted, as would remove the excitement (rom the States, and con fine it the Territory where it legitimately be longed. Much has been done, I am happy to say, towards the eccomplishment of this object...

[Concluded from 1st page.] I regret to Btale that the povernment of Brazil till continues to levy an export duty of about 11 percent od coffee, notwithstanding this article is admitted free front doty in the United States. This is a heavy charge upon the consumers of coffee in oar conntry, as we purchase half of the entire sur plus crop o'fthat article raised in Brazil. Our Mia ister, under instructions, will reiterate his efforts to have this export duty removed ; and it is hoped that the enlightened government of the Emperor will adopt this wise, just and equal policy. In that event there is good reason to believe that the commerce between the two countries will greatly increase, much to the advantage of both. The claims of our citizens against the govern ment of Brazil are not, in the aggregate, of very large amount ; but some of these rest upon plaiu principles of justice, and their settlement ought not to be longer delayed. The population of the Territory is about twelve thousand, and the numbers are increasing with totur rapidity. The vote cast for Delegate to Oougr. Was 2832, out of which Lieut. Mowry n-eeived 2SI. Two years ago 1600 votes were ;,,.1U1 iu the same territory. In the western por li.m including Tuscon, Tubac, Sonorita, Colora do Cit;- and the mines, there are a thousand American voters. The territory is nominally under the government of New Mexico, but it re ceives flo protection of any kind from it.
