SNAGGING LATROBE RIVER. The following is the report of the Engineer sent up by the Department of Public Works in response to a request made by a conference of the shire, councils interested :— Sir,—With Mr Freeman, Inspector of Dredging, Ports and Harbors, I have inspected the Latrobe river from the junction of main drain, Moe Swamp, to the junction of the Thompson river, near Sale—a distance approximately of 92^ miles—and in connection with the snagg ing thereof, we beg to submit the follow ing report;— We had with us an assistant, Mr Hermann, Snagging Master, who made the same trip in November, 1901, with Mr Scott, late engineer of Dredging, Ports and Harbors, and from him we learned that the river (18in to 24in lower than at that visit) is considerably dirtier than at that time. A SHREWD MANDARIN. A Governor of a Chinese province was taken very ill, and refused to ad mit any visitors into his house. This being told to a mandarin of bi8 ac quaintance, the latter was very much concerned, and after many importun ities, obtained an interview with him. On his entrance, he was surprised to find no signs of Bickness in his friend, and asked what was the matter with i him. The Governor at length told him I that he had lost the Emperor's seal I out of the cabinet where it used to be , kept, and that as the lock remained uninjured he was sensible that the I seal was stolen. MARGARINE : A MENAGE TO BUTTER. (By L. Lowsby, Secretary of the Co operative Butter and Cheese Factories' Association of Victoria). The coloured margarine question has received a good deal of attention by all interested in the batter business for some time. There have been immense im provements in the methods of manufac ture during late years. Formerly it was made from oleo, stearine, refined beef tallow. To-day there are three distinct kinds-—oleo margarine, made from animal fats ; vegetable margarine, made from nuts, mostly cocoanuts ; and a margarine made from a mixture of these two varieties. Doctors differ as to the food values of margarine. The medical superintendent told the Bermondsey guardians a few months ago that he could not make a similar report as to margarine as he did when the alteration in the dietary of butter to margarine was made in 1908, as, in his opinion, the constituents of margarine had changed since that time, and its composition was not of such nutritive v...

EMPIRE DAY. A meeting for the purpose of making arrangements for the cele bration of Empire Day was held at the Mechanics'Institute on Monday evening last. There were present: —Or Beck (in the chair), and Messrs Purvis, Talbot, Baker, W. Johnston, W. Sharp, F. Fechner, F. Halden and H. Robinson (secretary), and Mesdames Purvis, Cardell and Ganderton. It was. decided to celebrate the Day as usual, the proceedings to take the form of a picnic and sports for the young on the Mote Recrea tion Reserve during the afternoon, and a concert and dance at night. The Secretary reported that a sum of £12 17s 8d was on hand. A committee of ladies was formed for the purpose of providing refresh ments for the event, £5 from the fund being voted the ladies towards the cost of the " good things." The entrance to the ground was again fixed at 6d (for adults), chil dren to be admitted free.
