The Government does' not seek to borrow in foreign markets it offers no premiums to bankers, but ap« jeal directly to the people, and with what success is sufficiently shown by the faot that during ftrty~three days they subscribed and paid the cash down for one hundred and sixty-one million dol- fart, of the 7-20 Loan. There can be no stronger evidence of public confidence in Government securities*. While near­ ly all other stocks have gone down from • twenty to fifty, and even a gieater per cent, within a few weeks, all forms of U S bonds and stocks have remained • firm except the sjight fluctuation that •re incident to all rapid changes in the - money market.
