THE INDIANAPOLIS JOURNAL; THURSDAY, MARCH 8, 1900. the President the chairman of the ways nnd means committee Introduced a bill, and we are all for lt. J. F. Latimer, a provision broker, and oeorge I. Flnley, a producer, testified before the ways and means committee that large quantities of sugar and tobacco arc waiting shipment from the Island, and they want us to allow It to be hurried through. The Democrats ask for free trade, but not 3 per cent, of the people of the Island would be benefited. The relief of Mr. Flnley from a tariff would be an advantage to his pockets, but It would do no good to the natives who have only a shirt and no pockets. The bill provides that the revenue be held for the people of the Island. The committee thinks that If the sugar and tobacco Is to come In It ought to pay. The ordinary duty would be $1.60; we made It 40 cents, and they kicked on that, and now we have come down to fifteen. I helped frame the bill, and I am not trying to sh'rk the responsibi...

THE INDIANAPOLIS JOURNAL, FRIDAY, MARCH 9, 1900. a practical party. It deals with questions as they arise. Porto Illco Is an Island 1.2fj0 miles from our shores. She Is about four times" the size of this county of Wayne, yet Is the most densely inhabited spot in proportion to size on the face, of the earth. There is not a schoolhouse upon that Island; not a road worthy of the name; nine out of ten natives are unable to read or write; eight out of ten of th-m have never had shoes on their feet.
