Constantinople , March 9 . — The United States legation has finally obtained ollieial recognition of the examinations at the American medical college , Beiruth , on the same lines as the French examinations aud also the settlement of the long pending question affecting the rights of the wives and children of Armenians who have become naturalized Americans to leave , the empire . They are now able to join their husbands and fathers in the United States without hindrance . The council of ministers has agreed to recognize the American educational , charitable and religious establishments and they are now awaiting imperial approval . TROLLEY CARS SMASHED . A Snowplow at Fall River , Man * ., CraxlicM Down Incline Wrecking Cars and Injuring l aH » eii _ ers . Pall Eiver , Mass ., March 9 . —A snow plow which was being transferred from one section of the Old Colony street railroad to another became unmanageable at the top of a steep hill in this city Monday , and , dashing down the incline , crashed into two cars loaded with passengers . Both the passenger cars were almost completely demolished and five persons sustained bruises and flesh wounds enough to necessitate their being carried to a hospital . A dozen others were bruised and cut by flying glass or splinters . The accident was caused by the breaking of the air brake block on the snow plow . The car became unmanageable and ran down an incline , smashing into two passenger cars .

Kussell , United States charge at Caracas , states that he has been notified by the Venezuelan government that the blockade of June 28 last , of the Orinoco and the ports of Carupano and Quanta , was i reestablished March 7 .
