Wo think all such are lamentably unwise, if not eri ini­ tially ignorant and bellicose. The facts of the case are not even yet accurately known. The massacre is admitted and condemned throughout the civilized world, as an aet of fiend­ ish barbarity but if the Virginius was a Cuban vessel, and not an Amer lean—if she were sailing under false colors, and were carrying a clearance that had been nullified by her adven­ tures, subsequent to its date, and if lier master and crew were engaged in no enterprise—which failing—legally subjected them to the terrible penalty which they suffered—the United States can find in this no causus...
