Springfield is now suggested as the place for holding the Convention of editors and publishers. Too many pick-pockets in that vicinity. I beg leave to submit the follow ing report : At the annual meeting of the Grand Armv, for the Department of Ohio, held in Dayton, my Comrades e lected me to the responsible position of Inspector General. It would have been improper for me to have accepted the honor, or en ter upon the duties of the position as bigned me, had not the objects for which I was to labor presented relig ion in its most aacred forms, "pure and un defiled before God and the Father," in the special effort to af ford relief to the "fatherless and the n idow in their afflictions." The Commander-in-Chief, Gen. John A. Stations iu connection with the pofitefflce, in nil towns where telegraphic facilities :irc now maintained, and that the rate of charge, prepaid, shall be twenty-five cents fur twenty words, vr loss when transmitted 00O miles or L;s8, and for each additional five words, or figures, lire ce.nts, distance to be measured by air line. At night, messages to bo sent 1000 miles or less at the same rates. All mes sages to be prepaid by stamps, and the rate to cover changes of post olllce, immediate delivery or trans mission by mail. Specials to be transmitted in day time, at a cost of 7$ mills per word, or at night for 0 mills.
