l g fixe Sil3 Ilxrciaau ASTORIA. OREGON: I. C. IKELAXD Ertilor. SUNDAY .Fkkku.vry 9. 1871) Indian Affairs Generally. There is no power or influ enqe more effective in maintaining peace with the Indians than the enforce ment of the civil law. When ever and wherever the Indians have been made to understand their lia bilities to the law, they have been verv chary of its violation. Like all other people, both barbarians and civilized, they are much more ready to incur the hazards of war, than hrnominous punishment for like acts of murder and pillage. The policy pursued by the govern ment of honoring and rewarding the survivors of every Indian out break, has been a perpetual incen tive to the savages to make war ttpon the whites. There are to day upon our streets in this city of Seattle, says the Intelligencer, In dians under government protection whose hands were imbued in the blood of white settlers, their wo men and children ; who despoiled the whites of their possessions and crave th...

Although several contagious dis eases have traversed portions of the eastern hemisphere under the Common name of the plague; 3-et, the disease which is now making such terrible ravages there is the same peculiar disease of that name -which has caused such wonderful desolation in various ages. It is a very fatal disease both conta 2ious and infectious and charao terized by carbuncles, swelling, and ulceration of the lymphatic glands. In the fourteenth century, under the name of the Black Death, it started in Egypt, and spread over the whole of the eastern hemis phere. The death-rate for three years of this time (1348 to 1351), was terrible. Thirteen 'million deaths occurred in China, and twelve millions more in other parts of Asia. In Europe, including the British Isles, twenty five millions perished from this disease. Not unlike a great prairie fire, it seemed to be c...

to M fe H&its sijcrcfcro AS'fftfciA. OREGON: ft. C IJ1XS..-. Editor. T&tfftSftA Y, February 13. 1879 Federal Appropriations. We are informed by telegraphic dispatches, that in the river and harbor bill, now before the house, only fifty thousand dollars has been stated as the amount needed for the continuance of work at the Cascades. VYe sincerely hope that this is a mistake. The amount recommended by the Chief of En gineers was five hundred thousand dollars, which is little enough. Forty thousand dollars appears in the bill for the lower Columbia. That is a mistake sure! If forty thousand dollars were needed for the lower Columbia above the bar, then certainly forty million is xieoded for the locks, and the im provement of the upper Columbia and Snake rivers. "We shall await wore reliable news; but God pity the people of the Columbia river basin, if that dispatch is true. The New Pension Law.
