! 4 i t 1 War not a Spectacle. from the X. T. Evening Port. One of the most repulsive festares of the late advance of nor army into Virginia was the large number of civilian who accom panied it. We are told that not less than a thousand persons having no military em ployment went from the city of Washing ton id the wake of the troops to witness the expected battle. Only a few of tbetn who were connected with leading journals as correspondents, had any business or call to I-e there, and went purely from motives of cariosity. Congressmen, clerks of the government, hotel visitors, and it is said, a multitude of secessionists among them, crowded the thoroughfares, as they do in England on Dorby day, or as iu oar country parts, the rural people flock to a "general training." The eeene was disgraceful in the ex treme. The Direct and Income Tax. A law imposing a direot and income tax was pained by tbe late Congress. Tbe tax law begin with tbe eighth section and im poses a direct tax' annually of $20,000,000, apportioned among tbe several States and Territories, according to iheirj representa tive population. The annual tax of Illi nois w'rll be $1,146,551. ASSESSORS AWD COLLECTORS. Section 9, 10, 11 and 12 of the bill de clares tbe mode of appointing assessors and collectors, and tbeir duties. Tb Secretary of the Treasury will divide the State, Ter ritories and District of Columbia into con venient districts, and appoint an assessor and collector, who mo ft be freeholders and residents in each district. They must give suitable bonds, and take Oath to execute their offices faithfully. MODS OF ASSESSMENT. Bra 13, 14, 15 and 16 enact the mode of assessment.
