The November cotton crop re ports show that unfavorable weather has greatly retarded the picking throughout all the Southwest. There is an estimated decrease in Louisiana, Mississippi and Texas, while Arkansas shows a slight increase. The New York Custom-house ap pointments were finally disposed of by the Senate on the 12th, after an execu tive session of nearly six hours. In conformity with the report of the Com mittee on Commerce, Merritt was con firmed as surveyor, and the nomina tions of Roosevelt as Collector and Prince as Naval Officer were rejected. Mr. Conkling, Chairman of the Com mittee on Commerce, opened the de bate with a brief statement of the " reasons why, in the opinion of the majority of the committee, the two last-named nominees should not be confirmed.
