FOREIONEOR IN IUSSIA., A now coercive mneasuro is reported from Pussia, A ukase has been promulgated dir coting all Government employees in Poland to forward frequently to Peteresburg com plete lists of resident foreignors, Jewish mncrchants will not be allowed to remain in Petersburg for more than a week, Jews are not to be allowed to enter corporations or academies. A large number of foreigners owning real estate in the Baltio provinces have (the Pcotersburg correspondent of tihe "rTimesls" says) petitioned to become Rus sian subjects in order not to forfeit their pro. prietary rights in consequence of the ukase recently prolnulgated. The number of aliens owning land in these districts is very con sidoerable, and it is expected that the greater proportion will elect to change their nationa lity rather than forfeit their property,

ENGLISH ANlD FOREI~N NWS., London, July 15. AeTrourno yesterday's fete in Paris, concern. ing which more apprehension was felt than in any previous year, passed oilff quietly, the political situation in France and her rela tions with G0ermany undloubtedly constitute a most important and also a most dangerous factor in European affllairs at the :present moment. A stormy sitting of the Freinch OChamber took place on thie 12th instant, which, as cabled, led to the President of tIle Olhamber resignilg. It was remarlkalle, in so far as the debate turned entir;ly on General Doulanger whoe was held up as the truo champion of tIle Democracy, whilo thie Government were taunted with havisg formed an alliance with thIe monarchica Right. The so called Patriotic Lena;ue insist on puslhing the late War Minister to the front as thle soldier who must lead France to victory. A cry is raised for a more direct and simple Government, which lookls likle a prelude to Omsarism in the form of a military di...
