Stent Kerr, from the committee to whom was ' referrtd the bill for the government and discipline of the State Prison, reported back, with the unanimous opinion of Qm committee that the bill should not be I changed so as to dispense with corporal punishment by stripes. Kerr aid that it was with much diffidence he opposed his opinion to that which had been expressed by able members on yesterday.
